Reading an oceanographic file in JOA format

I show how I fiddled with a data format that was unfamiliar to me. It is not always necessary to find software to read files; sometimes you can find how to read a file by exploring and testing. This is not as good as working to a data specification, but sometimes it's hard to find such specifications, and sometimes they are wrong, anyway.
