To tack onto how much I agree with you here - this movie was already being written when Endgame was in post production. I feel like since it was brought up in Endgame again ("We're a long way from Budapest!" - Hawkeye to BW in the Ship) that we HAVE to get a flashback. In summary: I think that mention Endgame was to remind us about Budapest and prep us for that moment in BW. Just my thoughts!
