If your Graphics Card is a few years old and is running hot you might want to look into replacing the thermal paste on the GPU die itself, there's also the matter of airflow within your case, make sure that you have fans pulling air in through any sides and exhaust through the top, ensuring positive pressure inside the case to help keep dust out.

in case the officer gets stuck next to the car you can reset the player then he should stand next to the car and start moving normally ;)

There is a reset player option in the menu. Nvm u found it.

Pause the game reset your character it will get you unstuck
