As per me, StormBreaker was always made for Thor, and Mjolnir for Hella, but when Hella did some bad things, Mjolnir was taken from her hence Mjolnir had no owner so it was better given to Thor than just being kept aside while Thor uses StormBreaker

I think Odin ordered to make stormbreaker so he if Ragnarok happens there should be some weapon which would help them save all asgardians but as loki banished him to earth so he was unable to weild or give it to thor for its right purpose but as infinity war happened and asgardians were saved ultimately......so stormbreaker purpose changed from saving asgardians to help king of Asgard to defeat it's enemy
