Can someone help me understand , so you’re basically getting a loan up to maximum of $35k , BUT you have to pay it back when you refinance or sell home. Sure an extra $10$-35k could be nice but still have to pay it back. Not sure I like this

There are definitely pros and cons with every downpayment assistance program. There is a program called 3%, 4% and 5% HFA Preferred and HFA Advantage PLUS Second Mortgage, which involves loan forgiveness over the years.
