In british indian income tax is low because only few population engaged in service job. Majority of population who are in agriculture give agriculture tax which is more than 50% of their produce and business man give 40 to 60 % of their profit as tax. Zamindar and rajas give taxes to british in the form of share of their collected revenue which is 8/10 of their revenue. And worker doesn't give any tax because they earn so little that they can hardly feed 2 time's a day. More over on that time having private land is a curse because main source of british raj revenue is not income tax but land tax and indirect taxes like tax on

Lol British built excellent universities, they established Excellent railways. They revived old architecture like the Taj Mahal. They made roads and bridges which are more long-lasting than Indians ever built.
