The diamond was given to the King on his birthday, it was a personal jewel. Either the state obligated the king in to giving the diamond of they just took the piece. Only the queen decides which of the women are allowed to wear which of these heirlooms. This mostly means that how higher your rank is, you are allowed to wear more important jewelry. Some of the heirlooms will only be worn by the queen. Besides this the queen also has her personal jewelry.
