Hey! What Fortune is trying to show is that reorganizing a active base is a terrible idea because it causes your base to be weak (EX the enemy base he fights against) Note that most base redesigns have to disassemble the base snd reorder it (why the temples are on the edge). Having a second layout set to active would help prevent this issue. The reason Fortune alludes to a 3rd base layout is because of a well known “feature” where you intentionally keep it empty and copy and paste the empty layout to the non-active layout thereby resetting that base to be empty as well. By doing so you effectively have infinite layouts and can prevent the need to move your temples in the first place. (The game “sells” everything in an effort to paste a blank map). This means the 3rd layout is the solution to prevent having your base weak to enemies while you reorganize it. Since you can infinitely tinker with the in-active layout until you get something you like.

TLDR: 3rd layout helps prevent you from having to place your temples in a corner and giving your opponents an easy win.
