I think there are many silo the one we saw is number 18 ...who knows how many they have....if we say 10,000 people in one silo then for 1,00,000 people we have 10 Silos. now we already know the main character in is number 18 that means it's safe to say we have 1,08,000 people.......the big question is what if there are 100s or 1000s of Silos.
