People of India don't know much about politics of JK, particularly of Kasmir region .People know only that all power rests with the Muslims of Kasmir region, No Indians can purchase any properties there , stay there,any law passed by Parliament of Delhi are applicable there,Muslim leaders will determine who can live there,can get employment there, In short they are the supreme boss of JK ,govt of India cannot interfere. In a sence, govt of India is helpless in JK.
