The true power of the baptism of the Holy Spirit is being made to be in the Body of Christ and regenerated to produce good fruit that edifies the church unto the day of salvation, by which that same Holy Spirit has sealed all believers. Not all believers that have prayed for tongues have received tongues, and this shouldn't pose as an indictment of any sort against them. Rather, let the Lord's will be done in their lives according to His good pleasure. As vessels in His hand, let Him pour us out as He wills.
