musicians in India and Pakistan use quranic ayats in music at times I think that is probably what was happening in the time of ibn al qayyim and probably that is what he was talking about.

Any of the muqam in which the qari didn't follow rules of tajweed is not allowed. If rules of tajweed are followed then all of the muqamat can be used.

Reciting with maqamat isn't allowed. Quran is free from musical tuning, the only tuning which we need to do is that which comes naturally. If the maqamats were required , the Sahabas would have been the first to do it, as they are the most knowledgeable and keen to follow the religion. This type of recitation is just falling prey to the world, Islam doesn't allows music , so shaytaan inspired men to bring musical tuning to the Quran itself. May Allah protect us and guide us!
