Kapag po ba propped beam at fully restrained beam, maximum moment is always negative?

Yes, rho balance is based only in strain compatibility. Disregarding what version of the code

Sir what if may given na condition. Say for example sinabi na net tensile strain €t >_ 0.005. Sa Steel Ratio Limitations, ano po ba magiging formula for Rho max? Yung may 3/8 (0.85) β (fc'/fy) po ba?

Yes. Actually any value of strain that is greater than 0.004 is acceptable as your limitation as a designer. But for exam purposes we usually use yung 0.005 to maintain tension controlled section.

@@honeygraceongayo922 Analysis po siya kapag ang hinahanap is ang Ultimate Moment (Mu) then Design naman kapag ang hinahanap ay ang Area of Steel (As). Usually pag design problems (hahanapin ang As), given na ang Mu, but this particular problem hindi binigay si Mu so need mo pa siya i compute using theory of strcutures, then pag may Mu kana, magsosolve ka for As.
