Actually, there's a few endings to this. There's the one you got, there's one where you actually escape through the north exit to the Rock Tunnel, and there's the one where you follow Red's orders and abandon Pikachu. Also, the Vermillion City Project was totally connected to Lavender Town.

If you manage to save pikachu and head up north after getting out of the tower, you get a different ending. “Escaping Lavender Town together, Oak and Pikachu made it back to Cerulean City. Oak told the police about his experience in Lavender Town with Red and immediately, police were dispatched through the rock tunnels to Lavender Town, as told by Oak, where they found Red chipping away at his head with a cubone skull. He was soon apprehended and sent to Poke-Asylum. Pikachu was later moved to a secure Poke-Centre, where he later died. No one has seen Red to this day.”
