These are the Bolsheviks, saying that they didn't take money from one source because they needed to take it from others is underestimating them massively. They equally did not repress based on logical considerations, what you saw was the careful implementation of inhumanity motivated to deep grievances with the existence of any group of people to rival their status in any sense. Just as they saw an influx of international revolutionaries, they saw an influx of capital, though the people behind it were usually not on the same page politically they did hate the Russians and the Tsar, and so they contributed a lot just when it was needed, though of course never enough to run an entire state, or to satisfy the greed of the new elite. Like everything the Soviets did sadism was a primary motivation, they revelled in their actions, especially making the rich poor and forcing their children to ply the streets. Those who looked to be too above the dirt were given special treatment.
