I feel like Red Hood would have won. Red Hood is just like Punisher, but faster, more agile and better gadgets. Punisher usually wins his fights with some last minute trick because his enemies always stop to talk before giving the final blow for some strange reason.

Sorry but Jason Todd takes this. Better fighter, better strategist, literally a walking arsenal, due to training under Batman he can analyze opponents very well, unlike Punisher who usually has to dope himself up to push through pain, Red Hood has taken some pretty nasty damage and tanked through it. All those knife tricks could've easily seen and disarmed by him. He could've essily caught or dodged whatever was thrown at him. He's also very proficient with gunplay, even more so that Punisher. I doubt don't he'd be able to disarm him through either hand to hand or by shooting off his weapons. Cool animation, poor choreography and result

Red Hood ain't no Batman. He may have trained with him, but he's not exactly a high tier martial artist in the Bat Family. Punisher has held his own vs Daredevil, taken punches from the Sentry (who is arguably stronger than Superman), and has mollywhopped Deadpool on multiple occasions. Physically that'd give Jason only a slight edge, but the big differences come in when we start talking about weaponry, which is where Todd gets outgunned. Standard armaments mean Red Hood has Knives and a few handguns, but Punisher has Sniper,s Machine guns, rocket launchers, various grenades and he actually wears a degree of protection against bullets, while I've never heard of Jason doing that.
