So, apparently we played the Extra Evil Variant of Red7 where you can use a 1 to blow up someone's first card. #Whoops #WeEnjoyedIt #Evil

I don't think you're allowed to get rid of the last card in someone's palette, so you actually can't play a 1 in the first round or at least can't take its effect.
