what are the differences of over x=2, and across x=2 , are they the exact same?

Hi, they mean the same thing, just using slightly different language "over" vs "across"

Why isn’t the line horizontal?

The line would be horizontal if the equation was Y=2. But in this example, it forms a vertical line since the equation is X=2.
