✅ A net increase in affordable and appropriate housing for key workers.
✅ Housing that remains affordable for at least five years post-construction.
✅ Accommodation available for key workers at least 70% of the time during peak demand.
✅ Clear community benefits aligned with regional economic and place-based strategies.
