Theyre doing exactly as stated on the box - the manufacturer states +/- 3%. And they are within 3% of your weigh bridge figure. Also you need to remember that the weigh bridge will have a tolerance too - so could be reading higher than the van really is. Especially as public weigh bridges are typically calibrated for 40 or 50 or 60 tonnes, so you're weighing the van down at the bottom end of the scale, where it may not be the most accurate. Anyway... 40kg difference on 1.7 tonnes ? That's nothing really when youre comparing a £150 consumer device vs a £20k weigh bridge
