I do believe there is some kind of back story to what he did and why he did it, especially for a stranger. Perhaps, sometime in his past, someone he was close to did not have and "justice" and maybe he was a kid and could not do anything for that person. So maybe he swore, that if ever he COULD do something for someone in that situation, he would not hesitate.

The point of the video was that he was beating this woman often. That was why he found her in the road all beat up. She was running away from him. She had scars & was bloodied from the abuse. Maybe he lost a loved one to domestic violence. It is possible that he trusted the system to save his mother, daughter or sister and the system let him down. The system doesn't protect the victims of domestic violence, I know from experience when I was very young. I am still alive today because my abuser isn't!
