Why 3 Relinquished and not 2?

Because if you have 2 Relinquished in your hand/on the field/removed and you draw Pre-Preparation of Rites you can't activate it. Pre-Preparation is one of the cards that speeds up the deck and it makes no sense not to use it to the fullest 😉 [Justice]
