What I don't get is why the rest of the system isn't finished yet. They said the long delay was due to issues under the mountain

Yep, mountain explosions, worker shortages, supply chain issues, COVID, Quebec's terrible construction industry, and many other factors all combine.......I'll take the delay if it means a safe and efficient system though
