Not just Niles. Francis wanted the perfect Anime Character while Lawyer Kong wanted Mario to be Nintendo's perfect icon. A _Lot_ of SMG4's major villains are based in Perfection... And if you look closely, it all starts at the Arc that Changed SMG4's world forever... And that is the Anime Arc. That means either Mr Puzzles has been around as far back as the Anime Arc, or whatever being that gave him these TV-warping abilities, has been around for that long.
