Why was the boom in the lowered position when it was no where near a ship loading and unloading, looks like the bridge of the ship is what hit the gantry crane.

As far as I know it was under maintenance.

it did there was a storm witch caused the boat to drift towards the crane and hit it.

Well thats one or more harbor pilot and ship master's licence gone, plus however many Mariner licences the Board Of Inquiry decided to revoke. Insurance will pay claims, then promptly cancel policy.
