For the FBI and, CIA both to make that statement is telling because they are admitting SOMETHING HAPPENED WORTH GETTING THE COURTS INVOLVED. It's a conversation that merited recording because your call signal your ass being in deep in the crime as a co-conspirator Thirdly, If Rice UNMASKED callers, it's legal because Obama NEVER ORDERED TRUMP TO BE TAPPED. Nunes isn't saying anything about anything that matters. All he is complaining about are "leaks." Leaks happen all of the time, mostly inadvertently. He's talking about "leaks" that only people with high security clearances can see anyway, and that's if they had any interest in seeing them - i.e. it was part of their job. Nunes is just doing this to divert attention from the real issue, which is that Obama never tapped Trump's phones. Nunes has said this before and Trump needs to apologize. Everything else out of Nunes mouth is about inadvertent surveillance gathering which is probably pretty common given that the intelligence community is constantly monitoring people who are in constant contact with U.S. officials.
