I wouldn't even say the media are provokers first and foremost, whereas in the past the media (mostly) reported the news, now their primary motivation is to build narratives, each story, data point, financial report, criminal report (etc) is taken and used to help support and promote pre-existing narratives (usually partisan political narratives).
