Disclaimer : Doll customizing is not made for children. The finished pieces are one-of-a-kind art pieces, not toys. They are also usually fragile.

About the price of supplies.
A lot of the brands I use are more affordable ones, such as Arteza or Magicfly, who offer good quality for a decent price. While Faber Castell Albretch Durer is more of an expensive brand, they sell smaller kits. The one I have only have a small range of colours, but this definitely an upgrade when used in tandem with my other pencils.
This is the same with pastels. Mungyo themselves sell many different tiers of quality. The kit I currently own was about 50$ CAD, but the one I had before was decent, and I got it under 20$ years before I started dolls. Some of these supplies will last you a very long time.
Derwent pastel pencils are more high end, but it is possible to buy singles. A good white is always a good investment (that includes in pencil form too).
Mod podge, as well as the nail polish remover that I use to erase the factory paint on dolls ("heavy duty", marked as 98% acetone) are from my local dollar store. You can also peruse these kind of shops for cheap jewelry to pick apart, some fabrics and even some paints (but I would test them first before buying a lot, I found many don't have enough pigments or opacity.) They can have yarn, beads, feathers, craft wires, needles, thread, etc.
Arteza and Magicfly also sell mica powders, acrylics and a wide array of other supplies at a good price, and they are easy to find on Amazon. If not, you can always look in off brand craft stores as well. You never know what you can find that could be useful in some way. Hot glue and craft foam are also cheap supplies that go a long way.
While G3 Monster High dolls are extremely overpriced currently (especially outside of the US), you might be lucky to start finding secondhand ones on places like e-bay or facebook marketplace.
Usually, the hardest thing to find is the sealant, Mr Super Clear. If you have trouble finding some (and I know it can be ridiculously overpriced on Amazon and such), try hobby stores, or places that sell supplies for things like garage kits or gunpla.
There are alternatives to MSC, but it is definitely hailed as the holy grail of doll repaints for a reason. I heard of Testor's Dullcoat, Citadel and Tamiya, but never tried them.
For brushes, I suggest looking into makeup brushes for pastels (and a lot of mine are from the dollar store) and shop for nail art brushes kit for those you can use for tiny paint details.
