Because that would not account for any fluid still caught in the valving.

Just like changing the engine oil - do you just put the correct amount of oil in, or do you use the dipstick to get the oil level correct?

@@that_jamesguy Correct, because oil filter takes up overfill for the amount letf in engine, so its not thr same thing. It does not matter i have dl1000. Forks are different.
