Not exactly magic, more a question of processing power and custom graphic chipsets to do the fancy stuff. Sega and Namco were definitely leading in that field at the time.
Just brought this on Nintendo Switch along with another great shoot em up Black Heart i gotta learn the mechanics on how to lower the plane to destroy stuff

Kinda reminds me of Assult but instead controlling a tank, you fly a helicopter. Somewhat on the short side but still a nice Namco shoot'em up.

The only problem is I try this in MAME emulator and it didn't work well, I can't make my chopper go down to attack ground enemy, I'm stuck in the air.......

Scaling/rotating sprites and background layers isn't exactly complicated if you do it via a series of dedicated ICs, even back in the mid/late 80s.
