That appeared to be air speed too low for control surfaces, and , because flap level was "set requiring higher air speed" making it sink down too fast and horizontal stability unable to be maintained by the control surfaces (aelerons) because air speed was too low. The finality, the aircraft engine power was set too low causing loss of air speed, causing rapid altitude loss , and inability to commit successful safe responsive horizontal control leading to striking an object protruding from elevated terrain. There is some sudden change of glide path angle (seen in the video) to more rapid sinking was probably caused by putting the flaps down further causing air breaking effect with rapid sinking , but not recovered by required increase of engine power.

So far it looks like a rushed landing that led to an accident. The crew got stressed, made mistakes and accidentally flew into the ground. The crew did not report any problems before attempting the landing. The flight crew read out the wrong altitude, 2700 rather than 2300 feet; the control tower said, "descend to 2,700ft clear ILS Z 19, report established" but they read back 2300ft. They also got the tower (airport) frequency wrong, so could not communicate with the airport. They were told to switch to 118.205 kHz, but they replied 118.05 kHz. Also, the runway they were trying to land on had its Instrument Landing System turned off between 1100-1600z (11 am to 4 pm); this was in a NOTAM (notice) warning the pilots. However, the ILS was on when they were landing, but it is speculated they thought it was off when they were landing and attempted a heroic manual landing (cloud was low). It also looks like they descended faster and flew faster than normal from cruising altitude, so it was a rushed landing; rushed landings previously led to pilot errors and crashes. Finally, the altitude readings before landing shows them varying their descent rate irregularly. Comment from Pilot - "The rates of descent vary, up and down like a nuns knickers, which suggests they disconnected and attempted to be heros manually."

Pilot fatigue and flying at those hours is a cause of these accidents. Cargo pilots tend to be worked to their limits often having to unload and load the cargo themselves. Companies take advantage of this.
