to by AWS reseller i dont need own website,seo optimization to pay for marketing to get customers ?

Should I come to an agreement with a partner first and then create the opportunity? or this is a mean to connect to partners? I really don't know how to connect to partners (CP) to ask them to resell our listings (we are ISVs)
