Resident Evil 2 - Marvin's Mod (Desperate Times) is a new game mod that tells the story of Marvin Branagh before his final moments in Resident Evil 2.
Play as Marvin Branagh: Experience Marvin's story as seen in Resident Evil Outbreak File #2.
Dynamic Events: Revisit places after completing certain tasks to encounter changing rooms with different events, NPC interactions, and cutscenes.
New Movies: Edited movies from Resident Evil Outbreak will play in new areas not featured in the original game.
Start In New Location: Begin the game in the east offices with fellow survivors.
AI Partner: During certain parts of the game, a fellow R.P.D. officer will assist you.
New Story: Based on Resident Evil Outbreak events, this mod introduces additional story elements for world-building.
New Ending Requirements: Complete specific objectives as you progress through the game.
New Items: Collect new and unique items while exploring and escaping the Raccoon City Police Station.
New Routes: Explore the R.P.D. using new paths through familiar locations.
Boss Battles: Encounter boss battles in different locations compared to the original game.
Changed Puzzle Solutions: Altered a few puzzle solutions, with more changes planned for future versions.
Increased Difficulty: Zombies and monsters deal more damage when attacking.
New 3D Models: Includes new 3D character models.
Custom SCD Scripts: Features custom SCD scripting for dynamic rooms, movie playback, and more.
Custom DLL: Utilizes a custom .DLL for various features and tweaks, eliminating the need to modify the original game .EXE.
Weapon Damage Changes: Alters weapon damage values for different monsters, affecting their strength.

Honestly if there ever was an Outbreak File #3, it should be Marvin or at least him and survivors going through scenarios where they had to venture through the city for supplies.

CAPCOM should release a PREQUEL to the Resident Evil 2 REMAKE showing different survivor stories and letting us play with Marvin Branagh, Brad Vickers (showing us how he fought off the Nemesis), Mikhail Viktor, Nicholai Zinoviev (telling a bigger story about Umbrella mercenaries fighting the zombie outbreak inside a Raccoon city) and about others. They can also add Ada Wong campaign showing us how she escaped from the Raccoon City after falling down inside Umbrella facility. Different campaigns could be similar to the 4Th Survivor Hunk story or even more expanded but sadly CAPCOM will never release such DLC for US FANS.
