I mean according to the original Resident Evil 3 instruction manual that was released for PS1, Jill was a potential recruit for Delta Force before Wesker roped her in as a member of STARS. Whereas Chris Redfield was an Air Force dropout.

Given that she was going to be a member of Delta Force before joining STARS, whereas we don't know anything of Leon's backstory prior to him joining the Raccoon City Police Department.
