It's deeper than that. The whole reason the elite families of the RE universe went all in with this crap is because in RE all the elites 'kept it in the family' to maintain power. At this point inbreeding has rendered them both completely psychotic and non viable. In Resident Evil the weirdos like from Hills Have Eyes... Run the world with an iron fist. This Ramon I prefer more than the original. Don’t get me wrong, I enjoyed his goofy one liners and him and Leon being on each other’s nerves. But this new version made him a serious, determined killer. Leon also didn’t let Ramon get under his skin either the same way in the original. In 2005, Leon was more, “I want to kill this Salazar guy.” In 2023, Leon was more, “I have to save Ashley,” which I enjoyed a lot more.

That's why Ramón Salazar wants him gone for he won't comply hence the dialogue. I hope that helps you. He could've easily said "The lack of compliance of someone as unimportant as you is giving us a difficult time."
