Wesker is honestly the best antagonist ever in RE, he was delusional, but thought out and careful in his plans. His only true weakness was his own arrogance allowing Chris and Jill to live on, despite the fact he could have killed them easily if he took them seriously and used more guns or even blades weapons like they do, instead of just trying to beat them to death with his superhuman strength and speed. But no, he wanted to completely and utterly defeat Chris and Jill for ruining his plans back in RE 1. He wanted to stand above them and do with his bare hands, to seem as if they never had a chance and he didn't need to take them seriously. Even his pistol he rarely uses in RE 5 to further cement this fact.

I got the impression it was the civil defence guy from the trailers. It appears that the girl in Blue is not Ada (Iforget her name) but is impersonating Ada to have her blamed for the outbreak. It also appears that he betrays Leon and Helena in the trailers. Ada, on the other hand, appears in the trailers wearing blck trousers and boots and a red jacket.
