Wildfires are usually started by lightning, if it was human caused it would be difficult to identify and charge them.

Sure he does. He has to breath it too. The problem is the solution to this requires proactive measures to combat climate change. Measures that no one in the leadership in North America on either side has been willing to put the effort in to fight it.
