I think, before you use a grinder, it would be better to use first a wire wheel or a wire brush. That way you could see if there is anything significant on the object, like letters, numbers, lines, symbols, etc. because you may not see some of that anymore after you used a grinder.

I agree they are definitely some kind of shear or snip, but not scissors.

I think it had rusty enamel paint on them. Also should have restored the other curved section that was missing.
