That handle is a shell from military arms! That knife looks like it fit on to something round and something would be turned on it to score the object.

I would suggest that this is NOT a military article, but a novice's project gone bad. Moreover, if you don't know what an item is - don't guess and ask your views on what it might be. More creditability that way.
