Coincidentally, I just picked up a 87 Kawasaki 250 quad for my friends daughter. It is also a kick start, but no starter at all. Like you said there was a lot of kicking. We use a multimeter to check the kill switch, and the on/off switch, coil and the stator. There were all in specs, so we socked it with starting fluid and finally it caught. It had been sitting for 10 years and we took the gas tank and lines off completely and ran it only on starter fluid. Like you we wanted to see if we could get it started before we dumped money into it. We feel much more comfortable now that we got it running. I should have video'd it too. Dang.

OH WOW! I would LOVE to have a Kawasaki! I actually never owned one but rode with 3 friends that did. SOOO many fond memories. I saw one on FB that was $2,000. It was black. Does yours have the clutch? The ones I had dealings with (1984 Kawasaki KLT 200-A) had a manual clutch and I like that actually.

It has a clutch, headlight, and taillight, but it doesn't have a starter or battery. It is a kick start only.
