It is effective for him because the account already had millions of subs and was verified when he bought it, that's why people click on his comments but not yours, and sub to him but not you. The more subs you have, the easier it is to get even more. The same applies to money and many other things; it's basically a law of nature - those who already have something tend to get more of it, and vice versa.

It's cap. Using Wayback Machine, we can see that his channel used to be named "Smart Gadgets Werehouse", was spamming shorts and had 5.88 mil subscribers as of September 30 2023. Socialblade then shows a drop of 5 billion views on his channel on Oct 17, followed by another of 5 million on Jan 16. These view drops are clear evidence of this guy deleting all previously uploaded videos
