When you ride/sit a horse you are in control of the horse. Ride/sit in bible prophecy means satan is driving/ controlling the minds of the people to do his desires to rule his kingdom (this world). The woman who ride the beast means the church is controlling the governments of the world. The dragon (satan) who gave power to the beast (papacy). it is satan who created the papacy (roman catholic) who is the mother of all apostate churches. The woman who sits in waters means satan is controlling/driving the wheels/minds of the people and nations (waters) to blind the minds of the people. This is exactly what our Lord and King JESUS CHRIST says "You are of your father the devil, and the desires of your father you want to do" (John 8:44) and again apostle Paul says "it is veiled to those who are perishing, whose minds the god of this age has blinded" (2 Corinthians 4:4). Now you know why the structure of the roman catholic church building is a wheel within a wheel if you look at on the top.

There are two kinds of people in this world. The children of satan - their minds are controlled by the spirit of this world - satan, and the children of GOD. GOD has people in the system of this world whose minds are controlled by the spirit of satan to worship the beast. “And I heard another voice from heaven saying, “Come out of her, my people, lest you share in her sins, and lest you receive of her plagues" (Revelation‬ ‭18:4‬ ‭NKJV‬‬). GOD knows who are HIS people and HE is calling them. That means not everyone of this world will be called because even if they will hear the message they will not take heed for their minds are controlled by the god that they worship.
