Firstly: Ben claims to not be bad, but he could very easily be lying. Secondly: he claims there are precisely two people that are bad. However, while that might once have been true, we can no longer say for certain due to the introduction of several additional roles, some of which could be considered "bad": the mud scientist, the drunk or turncoat who can potentially become a traitor, the jester roles arguably... Thirdly: the designation of "bad" is already one that is tricky to justify. You might say that the "traitors" are bad, but they could easily argue that they are simply using underhanded tactics to eliminate a dangerous terrorist cell, terrorists not exactly being known for their forthright and honorable conduct regardless. Similarly, the jester roles could be argued as being "bad" for their desires to cause mayhem and chaos for their own gain, whether that be the proverbial suicide by cop or simply being the last man standing. But others might say that you can hardly blame a jester, a creature in a twisted form of nigh immortality, to want out of his cursed existence whatever means necessary, the swapper being a similar story. Meanwhile, the Clown wants to hide away under the facade of being a dangerous jester, so that he can wait out the war until the two sides destroy each other and he can come in and finish them off to be the last man standing, and in this crazy world it's hard to blame him. And the mud scientist... well, i'm sure there's some possible justification for him going around turning people into zombies. probably.

Fun fact about Sealand. He did shoot at people. There was also a literal armed confrontation over the rig, as a group of German and Dutch businessmen tried to turn it into a luxury hotel. Alexander Achenbach, one of these businessmen, declared himself head of the government in exile in Germany after Bates the original owner managed to free his son from being held hostage from the mercenaries. Achenbach was also found guilty of treason against Sealand by Bates, and was exiled from the country.
