Yes, you are allowed to look the reverse camera. But you should not stare at the camera and miss viewing the surrounding. When driving in reverse, you always have the least priority. So if there is any movement around the car (be it humans or other vehicle), you need to stop and let them pass. In order to do this, you need to be aware of your surroundings all the time by looking at your mirrors and blind spots.
