This shouldn't have taken more than 10 seconds. If I need to start with 1 on the other side, then clearly the 2nd fork should be removed so the first one can be isolated as a standalone. Once you pick up the 2nd fork, you'll clearly see 1 and 2 and it should be easy to fill in the gap!

Take the pile that has four. Don't take the one on the end but the one right next to it. Then place it between the pile of one and the pile of two turning that one into a pile of four. Next to it the pile of three remains the same. And you just made a gap in between the others by moving that one fork, that makes it two and one. Effectively reversing the entire order of the piles.
