This tripod can handle 2 or 3 kg heavy telephoto lense or a big spotting scope without any shakyness??

I am not getting the real purpose of that small handle if it's not necessary for mono-pod conversion. Won't the small handle be usable for getting a very low ground level wild life type setup without placing camera upside down? The head must be removable from center column just like DTR-500BH model. Can it be attached to short handle & handle being fit in the hole on the legs instead of main center column with hook screw fit into the bottom of the handle just like the center column? That should be the right way to achieve truly ground level shooting position. Please take a look on this.
