The reason why is slightly under filled is because when you play with it , it inflates. So the slime can fill the container when it inflats.

None of the slimes you get will be filled to the brim unless you inflate them. It would probably take to long making sure each container was filled up all the way to the top

Honestly the reason why it is ubderfilled ,is cuz the inflation and cuz when you close it , it will droop out or not get closed properly.
