Plasma Channel has been experimenting on this tech for around 2 years now although his work mostly revolves around creating thrust for propulsion rather than cooling and ventilation whereas MIT students had made a small scale plane using ionic thrust way before that. The concept is very old and is also used for maneuvering satellites/space stations and other space vehicles in outerspace way before the MIT experiment although personally I still think max credit should go to NASA, MIT and Plasma Channel but again since this new laptop cooler manufacturer still had to overcome other obstacles such as making the system ESD/EMC compatible and safe for sensitive electronics while still making enough airflow to keep the components cool therefore I also think that they deserve credit in this regard.

Fan can generate more differential pressure dP than the ion thruster for a given flow. This dP is important for flow through a restricted path.
