I actually don't mind this update. Reloading each individual shell has it's upsides and downsides. Instead of reloading the whole cylinder, you can squeeze one more round in, and get a quick kill. It's viable when you need one or two more rounds, you need them quick. It's kind of like how shotguns used to be, where you could cancel the pump action after reloading a shell, and keep firing.

Coming back to this, they also nerfed a bunch of weapon conversions and they still dont want to do anything to buff weaker pistols, rifles, pump shotguns or non-50bmg sniper rifles. And of course, all the broken SMGs are left the way they are, so are most AK and AR variants, its clear the only weapons they want to leave viable are the 0 recoil bullet hoses.

If equip a speed loader reduce the gun capacity mean they switch out the cylinder to a lower capacity one, which make no logical sense why someone would do that in both irl and game balance stand point

I didn't play since a long time but from what I can remember, all revolvers used to reload all 6 at the same time but the executioner is still a individual reload revolver. You can change the reload by using the speedloader attachment ( reload speed increased when empty mag but decreased when there is still one bullet inside). But as I said, I didn't play since a long time so maybe it changed and I didn't know.
