Yes Key will release Rewrite+ on Steam in the future. But they'll release Little Busters! PE and Angel Beats! 1st Beast first IMO.

The odds are they're not going to release Angel Beats! First Beat any time soon, as it was only 50% translated when they picked it up. Rewrite+ really doesn't add much to the already translated Rewrite, so it'll probably come a lot sooner. (Harvest Festa was almost done being translated as well)
